Your Excellency,
I am writing to inform that a unit from the Sahrawi Army intercepted and seized 3775 kilograms of Moroccan-produced cannabis in the region of Agwanit, in Liberated Western Sahara. The drugs, which were being transported across the illegal Moroccan military wall in Western Sahara, were destroyed yesterday in presence of UN Military Observers (UNMOs) of the United Nations Mission for the Referendum in Western Sahara (MINURSO) (see attached pictures). Several assault rifles, ammunition and off-road vehicles were also seized in this anti-drug-trafficking operation.
Morocco remains the world’s largest producer and exporter of cannabis, as confirmed by many international reports including the 2020 International Narcotics Control Strategy Report of the US Department of State and the World Drug Report 2020 of the United Nations Office on Drugs and Crime. As we have alerted on previous occasions, the well-documented complicity between Moroccan military and drug lords and mafias is what explains how tons of Moroccan-produced cannabis are frequently smuggled across the illegal Moroccan military wall in Western Sahara.
Morocco therefore is still required to explain to the United Nations and the international community how it is possible that drug traffickers are able to pass unchecked through the occupied Western Sahara that is entirely encircled by one of the most heavily manned and militarised walls in the world, which is guarded by millions of landmines and sophisticated radars and surveillance systems. In view of the strict restrictions on cross-border movement of individuals because of COVID-19 global pandemic, Morocco clearly has much more to account for.
Peace and security in our region is being increasingly threatened by the nexus of organised crime, drug trafficking and terrorism where terrorist groups are thriving on Moroccan produced cannabis and other drugs as a major source of funding for their terrorist operations in the Sahel-Sahara region and beyond.
We therefore once again strongly call on the Security Council to hold Morocco accountable for its well-documented role in drug trafficking and other destabilising actions that are threatening security and stability of its neighbours and the whole region.
I would be most grateful if you would bring the present letter to the attention of the members of the Security Council.

Le escribo para informarle que una unidad del ejército saharaui interceptó e incautó 3775 kilogramos de cannabis producido en Marruecos en la región de Agwanit, en el Sáhara Occidental liberado. Las drogas, que se transportaban a través del muro militar marroquí ilegal en el Sáhara Occidental, fueron destruidas ayer en presencia de observadores militares de la ONU (OMNU) de la Misión de las Naciones Unidas para el Referéndum en el Sáhara Occidental (MINURSO). Varios fusiles de asalto, municiones y vehículos todo terreno también fueron incautados en esta operación contra el narcotráfico.
Marruecos sigue siendo el mayor productor y exportador mundial de cannabis, como lo confirman muchos informes internacionales, incluido el Informe sobre la Estrategia Internacional de Control de Narcóticos 2020 del Departamento de Estado de los EE. UU. Y el Informe Mundial sobre Drogas 2020 de la Oficina de las Naciones Unidas contra la Droga y el Delito. Como hemos alertado en ocasiones anteriores, la complicidad bien documentada entre el ejército marroquí y los narcotraficantes y las mafias es lo que explica cómo toneladas de cannabis producido en Marruecos se pasan de contrabando a través del muro militar ilegal marroquí en el Sáhara Occidental.
Por lo tanto, a Marruecos todavía se le debe exigir que explique a las Naciones Unidas y a la comunidad internacional cómo es posible que los narcotraficantes puedan pasar sin control a través del Sáhara Occidental ocupado que está completamente rodeado por uno de los muros más fuertemente fortalecidos y militarizados del mundo, que está custodiado por millones de minas terrestres y radares sofisticados y sistemas de vigilancia. En vista de las estrictas restricciones al movimiento transfronterizo de personas debido a la pandemia mundial de COVID-19, Marruecos claramente tiene mucho más que explicar.
La paz y la seguridad en nuestra región se ven cada vez más amenazadas por el nexo del crimen organizado, el tráfico de drogas y el terrorismo, donde los grupos terroristas se enriquecen con el tráfico del cannabis producido en Marruecos y otras drogas como una fuente importante de financiamiento para sus operaciones terroristas en la región del Sahel-Sahara y más allá.
Por lo tanto, pedimos una vez más al Consejo de Seguridad que responsabilice a Marruecos por su papel bien documentado en el tráfico de drogas y otras acciones desestabilizadoras que amenazan la seguridad y la estabilidad de sus vecinos y de toda la región.
