THE 4TH REVIEW Conference of the Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction (Mine Treaty) is set to take place in Oslo, Norway, from 25 to 29 November 2019. This convention entered into force on 1 March 1999. By January 2018, 164 countries had ratified and acceded to this treaty.
Amongst the notable absentees from the list of countries that have ratified the Ottawa treaty are the USA and Morocco. As recently as 27 February 2004, the president of the USA, George W Bush, announced that the USA had no intention of joining the Ottawa Treaty. The USA is, however, a signatory to the Mines Protocol of the Convention of Certain Conventional Weapons, that only limit anti-personnel landmine use.
